Commission staff carries out the day-to-day work involved in human rights promotion, education, and the resolution of complaints of discrimination.

Staff includes:

  • Heather MacFadgen is the Commission’s Executive Director, responsible for administering the Act and managing the operations of the Commission. Heather has provided leadership to the organization for over 4 years. She is a lawyer with a variety of experience in administrative and human rights law, including chairing the Yukon’s Workers’ Compensation Appeal Tribunal, serving as a member of the CCAT Board and Executive ( Council of Canadian Administrative Tribunals) and as a member of the Advisory Council to the Law Commission of Canada.
  • Colleen Harrington, our Legal Counsel, joined the Commission in September 2009. She has a B.A. from the University of Saskatchewan, with a major in Women’s and Gender Studies and an LL.B from the University of New Brunswick. She completed an international human rights internship with the League of Kenya Women Voters in Nairobi, then articled and worked as a staff lawyer at a community legal aid clinic in Hamilton, Ontario. She later worked as a staff lawyer and Acting Executive Director of the Legal Services Board of Nunavut. In September 2008 she took a position with the Yukon Legal Services Society at the Neighbourhood Law Centre where she practiced criminal, family and poverty law.
  • Kuo-Hao (George) Lee, our Investigator joined the Commission in February 2010. George immigrated to Canada with his family when he was 10 years old. He grew up in Calgary, before heading east for University. He has a Bachelor of Arts from the University of Toronto, specializing in political theory and a Bachelor of Laws from the University of Alberta. He articled with a full service firm in the Town of Canmore, Alberta and was called to the Bar in Alberta in 2009. Articling in a small town allowed him to experience a broader exposure of a legal practice and in diverse fields of law.
  • Lynn Pigage is our office administrator and intake worker. Lynn's 12 years of experience in supporting administration of the Act, providing information on human rights and her friendly, helpful manner are great assets in this front-line position. She also has a wide knowledge of local services and organizations and is able to help many inquirers with referrals to other agencies.
  • Lillian Nakamura Maguire has been the Public Education Specialist since November 2002. She has had a 35-year career in education, training and community development that has included designing and facilitating educational sessions, policy development and research in various settings with employers, business, unions, teachers, non-profit and First Nations organizations, ethnically and racially diverse groups in Yukon, NWT, B.C., Alberta and West Africa. Lillian holds a Master of Adult Education degree.

The Commission also houses a small but focused collection of human rights research materials and other printed and video resources. Commission staff is available to help members of the public, businesses, service providers, and community groups better understand human rights issues and resolve human rights complaints.
